Panama City Beach Police Sub-Station and Community Safe Room

JRA, in partnership with the City of Panama City Beach Police Department, has completed the design of a new 2,400-square-foot police substation and community shelter—a dual-purpose facility that enhances both public safety operations and emergency preparedness for the local community.

Strategically located and thoughtfully engineered, the substation is designed to serve as a fully functional outpost for law enforcement while also providing critical sheltering capacity in the event of a natural disaster. The building is constructed to meet hurricane-resistant standards, enabling it to withstand high-wind events and remain structurally sound under extreme weather conditions.

Equipped with a standby emergency generator, the facility is capable of remaining operational throughout and after major storm events, ensuring continuity of law enforcement services when they are needed most. In addition, it can accommodate up to 40 individuals during emergencies, providing a secure refuge for community members or first responders in need of shelter and support.

Currently pending final FEMA review and funding release, this project is a significant step in strengthening Panama City Beach’s emergency response infrastructure. It reflects JRA’s deep commitment to resilient design, public service architecture, and collaborative community partnerships that prioritize safety, functionality, and long-term impact.
