JRA was honored to be selected as the architect for the Bay County Regional Library, a dynamic and forward-thinking public facility located adjacent to another of our major civic projects—the Bay County Government Center. Designed as a modern hub for learning, research, and community engagement, the new 55,000-square-foot library reflects both the County’s evolving service goals and JRA’s expertise in creating inclusive, functional public spaces.
The library’s layout is organized around two primary reading and stack areas, which are separated by a centralized core of shared services. The main entry leads directly to a welcoming circulation desk, strategically positioned to provide clear orientation and easy access to all areas of the facility. This efficient spatial flow supports both library operations and a positive user experience.
In response to the County’s desire for enhanced community accessibility, JRA incorporated a dedicated community meeting room designed for after-hours and evening use. This space includes a separate exterior entrance located near the primary access doors, along with adjacent restrooms, allowing for independent operation without requiring access to the rest of the library—ideal for public meetings, workshops, and civic events.
To meet the demands of today’s tech-driven patrons, the facility also features a state-of-the-art Research Center and a vibrant Internet Café, encouraging collaboration and lifelong learning in a comfortable, connected environment.
Behind the scenes, the design includes a full suite of staff offices, including private offices for the Library Director and administrative team, conference rooms, staff workrooms, and a secure loading and receiving area to support daily operations and material handling.
From its thoughtful integration of public and operational functions to its emphasis on accessibility and modern amenities, the Bay County Regional Library stands as a lasting example of JRA’s commitment to delivering purposeful, community-driven architecture that meets both present needs and future possibilities.
